Monitoring and Evaluation Framework

The SHCC’s adaptive management framework provides an integrated, evidence-based approach to achieve its objectives and record long-term desired outputs and outcomes.

 

The M&E department of Sindh Healthcare Commission (SHCC) is in process of developing a province-wide management program for Monitoring, Evaluating and Reporting System to measure and report on evidence of management progress, achievements and challenges across Sindh province.

Key features of this system are as follows:

  • Evidence-based
  • Operationally practical and scalable,
  • Outcomes focused and
  • Shared and disseminated to all stake holders and general public
  • The generated reports will present a detailed information and evidence about management effectiveness against the statements of 'key desired outcomes' in the statutory management plan of the department. This evaluation report will ultimately establish a sound reference platform for reliable information against which ongoing performance can be compared.
  • This would eventually result into a management evaluation system that integrates monitoring, evaluation and reporting into the overall management cycle for the Sind province.
  • This system would provide feedback that enables managers and stakeholders to see how things are progressing in relation to the area’s objectives. This will help guide adaptive management and continuous improvement in management performance, encompassing basic concepts of total quality management (TQM). The management evaluation system is simple and flexible, and can be scaled up or down to suit a broad range of management contexts.
